By definition,
battery EMF = terminal voltage + internal resistance voltage drop.
You are given the terminal voltage and want to know the battery EMF. Therefore, you need the internal resistance voltage drop to solve this.
The load current flows through both the load resistance and the internal resistance and it is given. So you know the internal resistance current. You also know the internal resistance power dissipation since it is also given. Therefore, using Ohm's Law, you now have enough information to calculate the internal resistance voltage drop.
Returning to the equation
